Utility Proceedings
IEc has extensive experience working on behalf of various intervenors before public utility commissions in NH, NJ, NM, NY, PA, and RI, and Canadian jurisdictions. We have prepared analyses and expert testimony in many areas of regulation, including revenue allocation, rate design, cost of service, ratepayer impact analysis, revenue requirement, integrated resource planning, financial planning, load forecasting, smart metering programs, distributed generation, demand response, and energy efficiency and conservation plans. Key services include:

- General support for utility proceedings and litigation, including development of briefs and pleadings
IEc brings sound economic analysis, transparent methods, and clear communication to help clients intervene successfully in electric and natural gas base rate cases. We apply our expertise in accounting, economics, and energy policy to evaluate the core drivers of rate increases and how they should be distributed between and among rate classes. IEc develops analyses that balance cost-causation principles with energy policy objectives and bill impact considerations (e.g., rate gradualism).
We currently represent and intervene on behalf of the NH Office of the Consumer Advocate, the NY Utility Intervention Unit, and the PA Office of the Small Business Advocate. We prepare testimony and analysis that evaluate revenue requirements, O&M and capital expenditures, cost allocation, revenue allocation, rate design, revenue decoupling, and other financial matters. We ensure our analyses are consistent with jurisdiction-specific standards and align with client goals.
IEc applies its expertise in energy policy, economics, and program evaluation to provide expert services to intervenors in EE&C planning processes and cases, as well as proceedings on distributed generation and demand response.
We currently serve as expert advisors on EE&C planning for the NH Office of the Consumer Advocate as well as the PA Office of the Small Business Advocate. In supporting EE&C and related cases, we routinely analyze utility DSM and related proposals, apply jurisdiction-specific cost-effectiveness tasks, and develop and deliver expert testimony. We also assist our clients in participating in statewide EE&C planning process, including pre-docket stakeholder participation.
IEc has also provided expert services analyzing the climate and health impacts of utility merger and acquisition activity. For example, in a recent case in front of the NM PRC, we presented testimony on the forecasted greenhouse gas and health impacts of the proposed acquisition of the New Mexico Gas Company.
