Program Design & Implementation

IEc brings deep expertise in designing, evaluating, and implementing energy and transportation programs that deliver measurable environmental, economic, and social benefits. From initial feasibility studies and stakeholder engagement to benefit-cost analysis and performance tracking, we provide end-to-end support to ensure programs are not only well-designed but also successfully executed.

We specialize in electrification policy, incentive program design, and demand management strategies across the energy supply, built infrastructure, and transportation sectors. Our work ranges from statewide transportation decarbonization roadmaps to targeted pilot programs supporting electric vehicle (EV) adoption in underserved communities. Specialty Areas

IEc excels at translating ambitious climate and energy goals into actionable, implementable programs. We conduct feasibility studies, cost-effectiveness analysis, and multi-criteria decision analysis (MCDA) to evaluate program options and identify strategies that maximize impact while balancing cost, equity, and technical feasibility. Our program design work includes developing incentive structures, defining eligibility criteria, modeling participation rates, and projecting emissions reductions, employment impacts, and other key outcomes. We also design stakeholder engagement plans—including surveys, focus groups, and public meetings—to ensure programs reflect community needs and address access barriers. Recent projects include transportation electrification feasibility studies for state agencies, clean fleet transition roadmaps, and renewable energy program design for municipal clients.

Once a program is designed, IEc provides hands-on support to ensure successful implementation. We develop program guidelines, application materials, data collection protocols, and evaluation frameworks that enable clients to launch and manage programs efficiently. Our implementation support includes creating spreadsheet-based tools with toggle-able inputs for program administrators to model scenarios, track costs and benefits, and adjust program parameters in real time. We also support data collection and performance monitoring, helping clients measure progress against goals and adapt strategies as needed. IEc’s implementation work is informed by our experience with benefit-cost analysis, economic impact modeling, and program evaluation, ensuring that programs deliver on their intended outcomes and provide accountability to funders and stakeholders. IEc has extensive experience supporting public and private sector clients in transitioning to cleaner, more efficient vehicle fleets. Our fleet advisory services include fleet composition analysis and emissions footprinting, total cost of ownership (TCO) modeling, infrastructure planning (e.g., EV charging), and policy analysis related to zero-emission vehicle (ZEV) mandates and incentives. We help clients assess the cost-effectiveness of various vehicle technologies and develop phased transition plans that align with operational needs, budget constraints, and sustainability goals. We are experienced in measuring impacts across the light-duty vehicle, truck, transit, school bus, rail, cargo handling equipment, marine, and aviation sectors. Our work in this area often involves close coordination with fleet managers, procurement teams, and policy staff to ensure that fleet transition strategies are both ambitious and achievable. We work with fleets to understand their specific barriers.
