Bob Black

Senior Consultant

Bob Black (he/him) specializes in environmental policy analysis and natural resource management. His work emphasizes the use of diverse analytic disciplines in combination with clear and concise communication of analytic findings. In his 30 years of consulting, Mr. Black has applied a variety of quantitative approaches, including cost-benefit analysis, regional economic analysis, resource economics, statistical analysis, and program evaluation. He is expert at synthesizing ecological, economic, engineering, and legal aspects of policy problems, developing final products that are clear and concise, and which help clients make sound, cost-effective decisions.

He has worked in numerous policy contexts, including water resource management, land use planning, marine mammal protection, solid waste management, public health, air quality management, and innovative, cross-media initiatives. His clients have included the National Marine Fisheries Service, U.S. Environmental Protection Agency, Health Canada, U.S. Food and Drug Administration, U.S. Fish and Wildlife Service, New York State Energy Research and Development Authority, National Park Service, and National Oceanic and Atmospheric Administration, as well as state resource management agencies and non-profit groups such as watershed associations.

Bob holds a Masters of Public Policy (M.P.P.) from the University of Michigan’s School of Public Policy, and a B.A. in Political Science from the University of Michigan.
